I have shortened the letter to Mr.Cobbold because, in the light of his letter at (1), I am very doubtful whether it is worth while asking him for a list of names of people for quite hypothetical posts. We gave him, I should have thought, fairly good particulars of the Hong Kong post and he said that he had not got enough information to enable him to make any suggestions. It seems to me to follow, therefore, that he would not be willing to make any suggestions in vacuo for future posts.

Before embarking on the proposed study I would be grateful to know whether Iconomic General Department consider one could be undertaken without undue effort. It seems to me that Hong Kong's economic situation is so dependent on political and other factors outside its control that it would be difficult to lay down any hard and fast rules for it to follow. They are well aware of the need for alternative markets. Many secondary industries have been established in the Colony by refugees from China. It is, however, primarily an entrepot and therefore dependent on the trade requirements of other territories.

My feeling, therefore, is that in view of the many uncertain factors involved it would be very

difficult
